So in Uplay, add the launch argument "-offline" without quotes in the "Game launch arguments" and it it should get rid of the error. However, by a process I like to call "Fucking around and guessing things until I get really lucky" it appears that if you launch the game with the argument -offline this will prevent the error from showing up. There is zero helpful info on Ubisoft's forums, either. Yeah, so I don't remember having this issue back when I played Blood Dragon right after I bought it (which was only like a year ago), but I too saw this today - "Blood Dragon Service not available" - and it doesn't make a lot of sense since the game doesn't even support coop or anything.
